NAV VOR tones not heard on the ground

After discussion with real world pilots it was determined that VOR tones should also be able to be heard when the aircraft is on the ground.

With the current implementation only noise is heard when VOR is tuned and active.

Hearing the vor signals is a function of slant range distance and obstructions. On the ground this might be caused by distance from the station or buildings blocking the signal. I have experienced this on the ground at los Angeles (klax). The vor(lax) is located on the airport at the west end of runways 25L/25R. If I am parked at one of terminals I cant get a valid I'd, however taxiing (away from terminal buildings) I pick up the signal.
