Why has the "decimal" been introduced in frequency ?

Hello,

many years ago , it was usual to say the com frequency without saying "decimal"...
I remember a pilot saying " 1 3 1 3 5 " without decimal or even another pilot saying the ils frequency was " 1 0 9 9 " meaning 109.90
Today always "decimal" is said ... was there an incident or something, which made this change ?

It's simply phraseology.

Technically, you are supposed to say it, but some don't. No big deal.

Coming from General Aviation, using „decimal“ is familiar to me for (at least) 25 years.
