Problem with throttles

I did a complete re-install of Windows 10, P3Dv4.5 and Prosim737. I'm using a CH Throttle Quadrant. When I load the Prosim737 flight model the Left Throttle maxes out and the right throttle doesn't respond at all. I pressed F1 to idle the throttles but the left throttle barely went down and jumped back up. I went into the CH Control Manager to check the throttles and the calibration was fine. I have my throttle, speed brake and Flaps set up in the Prosim737 config and they show to be working fine there too. I checked the P3D controls to make sure no axis were assigned there and none were. I keep the joystick set to on because I use the hat switch to pan the views but I turned it off and that didn't help either. I checked fsuipc to make sure no axis were set up there and they weren't. I can't figure out what's causing the problem.
